Context: NICC has a rich history rooted in artistic activism and Antwerp’s engaged artistic community. Through the dedication, creativity and commitment of the many individuals, NICC has become a strong and influential player in the field,  continuously advocating for the socio-economic position of visual artists and their participation in policymaking and public debate. The motto ‘zonder kunstenaars geen kunst’ (‘without artists, no art’) remains a guiding principle in NICC’s work.

NICC critically examines the political framing of the reform, the lack of a communication strategy,  and the absence of transparency and sector participation surrounding a trajectory that will reshape the entire Flemish art landscape.

In Antwerp, the proposal to transform M HKA into an arts centre has sparked widespread opposition. The concerns extend far beyond the mere exclusion of key stakeholders from the analysis, evaluation and decision-making processes. They reflect a shared conviction that the crucial role and identity of the museum cannot be changed. Antwerp’s artistic community has spoken out loud and clear: meaningful and collaborative dialogue begins on equal terms, not through top-down decisions.
NICC recognises the urgency of ensuring this message is heard.

At the same time, NICC recognises the importance of including diverse voices, positions, and perspectives in the debate. Including the diversity of opinions is essential to restore trust, dialogue, and legitimacy to the policy.

NICC believes that today’s and tomorrow’s artistic ecosystems depend on contributions from individuals, collectives, organisations of all sizes and policymakers, even when their interests diverge. Defending this complexity is crucial not only for the arts, but also for democracy itself.

In response to the announced reform, NICC identifies the following priorities for the coming period. 

NICC will be in dialogue with the policymakers to address the following: 

  • Revisit the underlying problem analysis and reassess the proposed solutions.
  • Explore alternative scenarios and publish a comparative analysis to transparently justify the chosen approach.
  • Respond to the sector’s call to respect the unique needs and contexts of each institution, rather than applying a one-size-fits-all model.

Ensuring perspectives within the artistic ecosystem are heard and included:

  • Listen to the requests, actions, initiatives, and opinions expressed by artists regarding the announced plans.
  • Support and amplify each of these voices.
  • Ensure that all voices are heard and respected, even when they hold differing positions or opinions.

NICC sees the announced reform not only as a moment of concern but also as an opportunity to strengthen solidarity, collaboration, and bottom-up engagement across the sector. NICC will therefore:

  • Strengthen its partnership with M HKA to ensure that future planning is developed bottom up.
  • Support institutions in developing forward-looking strategies that guarantee the participation of diverse actors and stakeholders in shaping the next steps.
